Payment companies and PCI DSS 4.0.1: ready for the assessment

PCI DSS 4.0 compliance for payment companies is a condition of working with an acquirer, a card scheme or a partner bank, and since 2025 assessments run against version 4.0.1 with every new requirement in force. We define your card data scope, compare your controls with the requirements, close the gaps and prepare the documents and evidence that keep a QSA assessment or an SAQ on schedule.

PCI DSS 4.0.1 changes for payment companies

Version 4.0.1 was published on 11 June 2024 as a limited revision with no added or deleted requirements. Version 4.0 was retired on 31 December 2024, so assessments from 2025 run against 4.0.1.

The PCI Security Standards Council develops and maintains the standard. PCI DSS sets a baseline of technical and operational requirements for protecting payment account data. For a company that stores, processes or transmits card data for its clients, it is the shared language with acquirers and card schemes.

The 4.0.1 revision clarified wording and applicability notes, including for issuers. It left the effective date of the new requirements unchanged. In practice, policies written for 3.2.1 need a full rewrite, while documents written for 4.0 only need checking against the clarified wording.

PCI DSS requirements after 31 March 2025: what assessors now test

Of the 64 new requirements in version 4.0, 51 were future-dated to 31 March 2025. From that date assessors test them like every other requirement, so a move from an older version should start with them.

Until 31 March 2025 these requirements were treated as best practice. They are now mandatory, and companies whose last assessment ran under 3.2.1, or under 4.0 without them, see new items in the report.

Payment page scripts

Requirements 6.4.3 and 11.6.1 cover e-commerce: scripts on the payment page must be authorised, checked for integrity and monitored for tampering. If your gateway serves the payment form to merchants, the question reaches both you and them.

Annual scope confirmation

Requirement 12.5.2 introduces an annual scope confirmation exercise. The company documents where card data lives and which systems connect to it before the assessor arrives.

For each requirement we start from what is actually in place and record the gap with a priority and a date.

ROC vs SAQ for service providers: who decides

Payment brands and acquirers that accept compliance reports decide whether you validate with a Report on Compliance or a Self-Assessment Questionnaire. The assessor is responsible for checking that the assessment scope is accurately defined and documented.

The PCI SSC states that compliance-accepting entities, typically payment brands and acquirers, determine how merchants and service providers validate and which requirements are assessed. So the first preparation step is a written answer from your acquirer or partner on the format.

What to know about a QSA assessment

An assessor marks a requirement "not applicable" only after confirming it through testing, and documents that confirmation. A weak scope rationale can stretch an assessment: the assessor widens the sample, and systems you did not prepare land in scope.

Scoping the cardholder data environment

The fewer systems touch card data, the fewer requirements you have to evidence. Scope work before the assessment cuts both the evidence load and the preparation time.

We map card data flows: where data enters, where it is stored, who reaches it and through what. Then, with your team, we look at what can leave scope: network segmentation, tokenisation, moving storage to a processor, removing stray copies in logs and exports.

Vendors and clouds

Every provider that touches card data or can affect its protection belongs in your risk picture. We collect the list, the split of responsibilities and the compliance confirmations you receive from them.

How we run the preparation

  1. A paid 30-minute consultation and a scope letter: systems, dates, fixed price.
  2. Gap assessment against 4.0.1 with a plain-language report and a technical annex.
  3. Remediation by us or with your team; a person checks every finding.
  4. Documents and evidence mapped to requirement numbers.
  5. Re-check before the QSA assessment or the SAQ.

A penetration test, if the assessment needs one, is arranged on request with a separate provider. The payment licence and the AML programme sit with our licensing and compliance teams.

What you receive

  • A card data flow map and a written scope rationale
  • A gap report against PCI DSS 4.0.1 with priorities and dates
  • Policies and procedures rewritten for 4.0.1 from your actual processes
  • An evidence folder mapped to requirement numbers, and a re-check

What we need from you

  • Your acquirer's or partner's requirement: validation format and deadline
  • A technical lead contact and read access to the agreed systems
  • The list of processors, clouds and contractors connected to card data
  • Previous reports, SAQs and assessor correspondence, if any
  • A signed scope letter before any checks start

Boundaries

  • An independent QSA performs the assessment and the report on compliance; an ASV runs the external scans; we prepare you for both
  • Acquirers and card schemes set the validation format and decide on compliance
  • Your company signs the attestation of compliance
  • Legal review of acquirer and merchant contracts belongs with a lawyer
  • We reduce the number of findings before the assessment; we give no guarantee the assessor will find none

Risks of PCI DSS preparation alone, with a chatbot or a freelancer

Alone
The team carries documents over from the old version of the standard, and the requirements in force since 31 March 2025 surface in the assessor's report.
Chatbot
Writes a policy for the standard in general. It does not know your card data flows, and an assessor will not accept a scope rationale built on that text.
Freelancer
Asks for access to card data systems without a contract or a scope letter. For a payment company that is a risk in itself.
